In accordance with Headquarters office Lr.No.541-LC/111 – 2005 dated 26.08.2005, the following is the information made available under section 4(1)(b) of the RIGHT TO INFORMATION ACT 2005.
1)            The particulars of its organization functions and duties :
Principal Accountant General is the head of the Economic & Revenue Sector Audit office.  He is assisted by Group Officers in charge of Administration, State Receipt Audit and Commercial Audit. The welfare activities etc. are commonly discharged with Office of the Prl. Accountant General (GSSA). Further, Sr.AO/A.Os/AAOs/Sr.Ars/Ars./Clerks and DEOs form supporting cadres. Sr.AO/A.Os/AAOs of Commercial cadre are posted in ES-II Wing.
The office has been entrusted with audit of Economic & Revenue Sector Audit as envisaged under various sections of Comptroller and Auditor General of India (DPC) Act, 1971.

3)            The procedure followed in its decision-making process, including channels of supervision and accountability.
Audit of State receipts and annual accounts of State PSUs/Commercial undertakings is conducted through inspection of departmental offices by inspection parties generally comprising of (Sr.) Audit Officer, Assistant Audit Officer and (Sr.) Auditor.

The activities of the Headquarters sections, apart from attending to administrative matters and personal claims, include vetting and issue of Inspection Reports from field parties, to the concerned departments and their pursuance, through Group Officer. He is assisted by Senior Audit Officer, Assistant Audit Officer and Auditor posted in Headquarters.

The decision marking process is initiated at sections through Assistant Audit Officers with final decision taken by Group Officers or Head of the Department where necessary.
4)            The norms set by it for the discharge of the functions :
The functions in the various cadres are discharged in accordance with various Manuals and Auditing Standards.
5)            The rules, regulations, instructions, manuals and records used by its employees for discharging its functions :
Rules and regulations framed by the Government of India and the Comptroller and Auditor General of India are used in the discharge of these functions. Apart from the various rules governing Central Civil Services (like Leave, Pensions, CCA Rules, etc.), Manual of Standing Orders (Audit) (issued by Comptroller and Auditor General of India), Manual of Audit (Commercial), Manual of Revenue Audit etc. are also used for this purpose.
6)            A statement of the categories of the documents held by is or under its control :
The documents held by the Departments are those received from auditee organisations and Governments.
7)            The particulars of any arrangement that exists for consultation with or representation by the members of the public, in relation the formulation of policy or implementation thereof.

9)            A directory of its officers and employees :
Gradation List of PAG(E&RSA) and PAG(GSSA) is prepared and maintained by PAG(GSSA only being cadre controlling authority. However, Gradation list cannot be quoted as an authority.

Regulation of fee and cost as prescribed by Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) vide Notification dated 16.09.2005 are as follows:

  • A request for obtaining information under sub Section(1) of section 6 shall be accompanied by an application fee of rupees ten by way of cash against proper receipt or by demand draft or bankers cheque payable to the Audit Officer(Bills), O/o Principal Accountant General (E&RSA), Andhra Pradesh, Hyderabad of the public authority.
  • For providing the information under sub section (1) of section 7, the fee shall be charged by way of cash against proper receipt or by demand draft or bankers cheque payable to the Audit Officer(Bills) of the Public authority at the following rates:
    • rupees two for each page (in A-4 or A-3 size paper) created or copied
    • actual charge or cost price of a copy in larger size paper
    • actual cost or price for samples or models; and
    • for inspection of records, no fee for the first hour and a fee of rupees five for each fifteen minutes (or fraction thereof) thereafter
  • For providing the information under sub – section (5) of Section 7 the fee shall be charged by way of cash against proper receipt or by demand draft or bankers cheque payable to the Audit Officer(Bills) of the public authority at the following rates.
    • For information provided in diskette or floppy rupees fifty per diskette or floppy; and
    • For information provided in printed form at the price fixed for such publication or rupees two per page of photocopy for extracts from the publication.

15)          The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use.
